UK Technology Firms and Child Safety Officials to Examine AI's Capability to Generate Abuse Content

Technology companies and child protection organizations will receive authority to evaluate whether AI tools can produce child exploitation material under recently introduced British laws.

Substantial Increase in AI-Generated Harmful Content

The announcement came as revelations from a safety watchdog showing that cases of AI-generated CSAM have more than doubled in the past year, growing from 199 in 2024 to 426 in 2025.

New Regulatory Structure

Under the amendments, the authorities will permit designated AI companies and child safety groups to examine AI systems – the foundational technology for chatbots and image generators – and verify they have adequate safeguards to prevent them from producing depictions of child sexual abuse.

"Ultimately about preventing exploitation before it occurs," stated Kanishka Narayan, noting: "Specialists, under strict protocols, can now identify the danger in AI models early."

Addressing Legal Obstacles

The changes have been implemented because it is illegal to create and possess CSAM, meaning that AI developers and other parties cannot generate such images as part of a testing regime. Until now, authorities had to wait until AI-generated CSAM was uploaded online before dealing with it.

This law is aimed at preventing that issue by helping to halt the production of those materials at source.

Legislative Framework

The changes are being introduced by the authorities as revisions to the crime and policing bill, which is also establishing a ban on possessing, producing or sharing AI models developed to create child sexual abuse material.

Real-World Consequences

This week, the official toured the London headquarters of a children's helpline and heard a simulated conversation to counsellors involving a account of AI-based abuse. The call depicted a adolescent requesting help after facing extortion using a explicit deepfake of themselves, created using AI.

"When I learn about children facing extortion online, it is a cause of intense anger in me and justified concern amongst parents," he said.

Alarming Statistics

A leading internet monitoring organization reported that cases of AI-generated exploitation content – such as online pages that may include multiple images – had significantly increased so far this year.

Instances of category A material – the most serious form of abuse – rose from 2,621 images or videos to 3,086.

  • Girls were overwhelmingly victimized, accounting for 94% of prohibited AI images in 2025
  • Portrayals of infants to toddlers increased from five in 2024 to 92 in 2025

Industry Response

The law change could "represent a vital step to guarantee AI tools are secure before they are launched," commented the chief executive of the online safety organization.

"AI tools have made it so victims can be victimised repeatedly with just a few clicks, giving criminals the ability to create potentially endless amounts of sophisticated, photorealistic exploitative content," she added. "Material which additionally commodifies survivors' trauma, and renders children, particularly female children, more vulnerable on and off line."

Support Session Information

The children's helpline also published details of support sessions where AI has been mentioned. AI-related harms discussed in the sessions include:

  • Using AI to rate body size, physique and looks
  • AI assistants dissuading children from talking to safe guardians about abuse
  • Facing harassment online with AI-generated content
  • Digital extortion using AI-faked pictures

Between April and September this year, Childline delivered 367 support sessions where AI, chatbots and related topics were discussed, significantly more as many as in the same period last year.

Half of the mentions of AI in the 2025 sessions were related to psychological wellbeing and wellness, including utilizing AI assistants for assistance and AI therapeutic apps.
